The project was interrupted after the community was exposed to hazardous waste exposure by the original contractors. Underwood was called in to take over the project after SCAQMD was notified by the neighbors smelling fumes and large clouds of dust
coming from the project. The contractors and the Building and Safety was faced with serious violations and fines. Underwood was hired by The Building and Safety Manager to take control of the project. Underwood conducted an asbestos assessment, reviewed all contractors submittals, licenses, certifications, and workers certifications. Underwood investigation revealed that the contractors and workers did not have current California Contractors Licenses, insurance, certifications and some workers was not trained to perform the work. Underwood wrote the Asbestos Specifications for Building and Safety, hired New Contractors to come in and perform the work with current license and certification that met all California regulatory requirements. That met OSHA, SCAQMD, Fire Safety Codes, Local, State and Federal regulatory requirements. Underwood gave permission to start the project and became the Project Manager for Building and Safety in-charge of the project. Underwood set new goals for the completion of the project. The project was completed ahead of schedule without any violations or citations from any regulatory agencies. The project started January 1992 through September 1993.

Underwood Certified Industrial Hygienist (CIH), Asbestos Technician, and Asbestos Project Manager worked closely with International Environmental Team and The Corp of Engineers Project Manager and completed the project in a timely manner. The project, once again, was completed without incidence, citations nor regulatory violations.

The trucks traveled on main highway from Los Angeles hazardous waste site to Huron Transfer Station located in Fresno, California, the Transfer Station. Once on-site in Huron, The Underwood Team consisted of the follows:
· Follow the Waste Stream to Fresno, California to insure DOT regulatory requirements;
· Conduct on-site inspection of the Transfer from Truck to Rail;
· Review of Variance Application and Operations Plan for Rail/Truck Waste Transfer observation;
· On-Site inspections at Huron Transfer Station;
· Review all workers certifications to insure compliance;
· Review records for Employees Health & Safety and Training;
· Observe Hygiene practice and PPE, and OSHA Compliance;

Underwood was called in to take over a serious and critical project. J. A. Jones Management Services was the contractor who hired a sub-contractor to remove Asbestos Containing Materials from the “Navy Marine Training Center” located near Dodger Stadium on Stadium Way, Los Angeles. This was a serious fire and water damaged basement that has been closed for 2 years, Each year, “J. A. Jones Management Service”, while working on other portions of the building, hired an asbestos contractor to removed the ACM and paint the basement. The paint would peal and some ACM was not completely removed. Underwood was hired to resolve the problem. Underwood removed the ACM successfully, researched and found a substrate material and an incapsulant paint that would hold the paint in place. When it leaked water from the upper floor, the paint did not peal. The specifications was given to the Navy Contractor to use for reference for future work on future contracts. The Underwood Team completed the contract ahead of schedule. Contract NO: N63378-97-D-5000.

The final meeting prior to signing the contract, was with all 10 Mayors at the “Mayors/Underwood Special Retreat” held in Corozal, Central America, June 2000.. Underwood contract consisted of implementing the following programs into the University of Belize in Belmopan, Central America:

Underwood was chosen to be the Contractor to be awarded a $30,000,000,00 contract. Underwood chose Tetra-Tech to be their Major Sub-Contractor year 2000. The following year, Underwood was invited by the Country’s Leaders to attend the “World Environmental Conference”. Do to Security and Safety reasons, the U. S. Department of State and U. S. Department of Commerce, canceled return visits and all potential contracts.

We hired fifth-teen (15) Certified, License Hazardous Waste Transporters’. The Waste Stream was transported to Chem Waste Disposal Facility in Kettleman Hills. The contract was signed in December 2006. We completed the project in a timely manner. We were in compliance with all appropriate Federal, State, Local, Department of Transportation (DOT), and Environmental Protection Agency (EPA) Standards and Regulatory Requirements.
